Grandes potencias y refundación de regiones, una aproximación a la conectividad en Asia y América Latina

Resumen

El artículo explora principalmente el rol de Estados Unidos, China y Rusia en la transformación de espacios regionales a partir del análisis de proyectos de conectividad tales como la Iniciativa de la Franja y de la Ruta (BRI), la Iniciativa para la Integración de la Infraestructura Regional Sudamericana (IIRSA) y el Proyecto Mesoamérica (2009). Dichas iniciativas implican megaproyectos de infraestructura que tienen importantes repercusiones en la construcción de un nuevo orden internacional y nuevos órdenes regionales. En este contexto, el análisis identifica los intereses políticos, económicos y de seguridad que las tres grandes potencias se disputan en los proyectos de infraestructura impulsados en Asia y América Latina. Además, el artículo examina las interacciones de cooperación y conflicto que se desarrollan en torno a los proyectos de infraestructura, entre las que se destacan la de Rusia y China en Asia. Desde una perspectiva histórica, el análisis postula que las grandes potencias utilizan el desarrollo de infraestructura transfronteriza como un instrumento formidable para refundar regiones.

Abstract

This paper explores mainly the role of the United States, China and Russia in the transformation of regional spaces analyzing connectivity projects such as the Belt and Road Initiative (BRI), the Initiative to the Integration of the South American Regional Infrastructure (IIRSA) and the Mesoamerica Project (2009). These initiatives are megaprojects of infrastructure that have important repercussions in the building of a new international order and new regional orders. In this context, the analysis identifies the political, economic and security interests of the three great powers within infrastructure projects developed in Latin America and Asia. In addition, the paper studies the interactions of great powers around the connectivity initiatives, remarking the case of Russia and China in Asia. From a historical perspective, the analysis suggests that the development of cross-border infrastructure is used by great powers as a formidable instrument to redefine regions.
